Default Would ECEs make a better alternative to ICEs?

01. My readings on different Alternative Energy (AE) Options has been much focussed upon generating Power - "clean" and "cheap" as in the case of BioGas Technology wherever BioWaste is plentiful. In a meeting yesterday with a Filipino Engineer, I heard him animatedly talked about ECEs as producing Power from Waste Heat Capture methodologies.

02. Would WasteHeat-fed External Combustion Engines (ECE) indeed make a better option (quieter & cheaper) than BioGas-fed Internal Combustion Engine (ICE) Gensets - in the overall system design of a BioGas CHP Plant continuously operating 24x7 weekly and producing 10,000 kwh/month additionally?
