Recycling is only one part of a 'waste reduction strategy'.

What about "Reduce, Reuse, and Recycling"?

Some communities in North America are choosing a target of 'zero waste'.

I.E. everything goes back into the cycle. Nothing goes into the cycle that can't be reused or recycled.
