SUBJECT:
Today, Pat Neuman asked me about the likelihood of him making
comments regarding Global Warming at the Winter Planning Meeting
tomorrow at the St. Paul Dist COE. He stated it would be in
relation to the snowmelt outlooks. I had not been aware of his
interest in Global Warming prior to this conversation.
"As Pat became more focused it was obvious he had spent time
investigating the subject rather intensely. At this point, I reminded
him that the mission of the NCRFC was operational in nature,
meaning that Global Warming was beyond the time window of
our hydrologic forecast mission." Global Warming, I stated was not
a conern where he needed to spend considerable time while at work
to research the subject. I cautioned him not to spent(sic) too much
time on this subject other than what may be required on a limited
basis to meet the mission of the office referring to the Internet.
I cautioned him if he was going to continue Global Warming research
it had to be limited within reason of the office mission and to use
discretion in the use of government computers and government
e-mail. I commented that his research on Global Warming needs
to be done on his personal time as a private citizen using his
personal e-mail on his home computer.

Subject: Spring Runoff Outlook Interagency Coordination Meeting

The subject meeting was held at the St. Paul Corps of Engineers in
St. Paul, Minnesota on 1/26/2000. The three hour meeting was attended by 40 people representing federal and state agencies in the Midwest. The State of Minnesota was especially well represented.
Precipitation, soil moisture, frost, snow, and flows were discussed.
Several attendees made presentations on their procedures and operations.
Staff from the National Weather Service Weather Forecast Offices in
Grand Forks, ND and Chanhassen, MN, and the North Central River Forecast Center (NCRFC) in Chanhassen, MN summarized the hydrologic, summarized the hydrologic conditions as dry, with concerns for water deficits, rather than flooding.
The NCRFC (by Pat Neuman) echoed remarks made last week on CBS News
by Dr. James Baker head of the National Oceanic and Atmospheric
Administration "The world continues to get warmer. There is no question we are seeing global warming."
