This won't fly with the poor. It is a death sentence for us We are already stretched beyond the limit. We already struggle with do we get food or meds, or rent. Often times going without something important. Add water cost and presto It would be like execution only cruel and unusual in that the death is slow and painful of an innocent.

Bottling companies already demonstrated it doesn't work that way.

Education, Fines, banning certain forms of water use(like turf grass watering), banning Bottling companies Or putting severe restrictions on there usage or making them give 80% of the profit to environmental projects that would improve water quality and access and sustainability. Among the other things.
